Cisco DefenseClaw (positioned at RSA 2026) is a packaged enterprise AI security platform — runtime, dashboard, integrations, SLA, the works. It is sold to F500-grade buyers as a single product with Cisco's sales motion behind it. The differentiator is enterprise infrastructure integration and Cisco's existing customer relationships.
PanGuard AI takes a different approach: ship the open rule standard (ATR) first, build the commercial platform on top. ATR is MIT-licensed and adopted by Cisco itself — Cisco AI Defense's skill-scanner runs the full ATR rule pack in production via PR #99 (merged 2026-04-22), auto-synced to the latest release. So this is not really a competition at the rule layer. The competition is at the platform layer: who has the better runtime, compliance evidence, and migration tooling.
