A skill is added to the whitelist when it receives 3 or more independent scans with a clean result. This ensures no single scan can whitelist a skill -- community consensus is required.
1. 3+ independent scans required
2. All scans must return clean (risk score below 30)
3. Continuous monitoring -- removal on any new finding
